चीन को परखने में वही पुरानी भूल

नाखुशी जाहिर करने और स्वयं को दक्षिण एशिया का सर्वेसर्वा घोषित करने के आसपास घूम रहे हैं। हालांकि ये सभी कारक चीन के मौजूदा आचरण को समझने में कुछ मददगार हो सकते हैं, लेकिन वास्तविक कारक इनसे अलग है। दरअसल चीन की बढ़ती ताकत ही उसे अपने हितों-स्वार्थों की पूर्ति को लेकर अपने विचार बदलने पर मजबूर कर रही है जो कि अब सबसे ज्यादा विस्तारवादी दौर में है।
भारत के साथ उसके मौजूदा विवाद के अतिरिक्त हाल के दिनों में उसके रवैये पर एक नजर डालते हैं। बीते हफ्ते एक सैन्य अभ्यास के दौरान दो जापानी द्वीपों के बीच में स्थित मियाको जलडमरूमध्य के ऊपर से अपने छह युद्धक विमान उड़ाने के बाद चीन ने जापान से कहा कि ‘अब इसकी आदत डाल लो’। ताइवान के राष्ट्रीय सुरक्षा मंत्रालय ने भी शिकायत की कि गत दिनों चीनी बमवर्षक विमान उसके वायु रक्षा क्षेत्र के करीब से गुजरे और चीन ने अपने पहले विदेशी सैन्य अड्डे के निर्माण के मकसद से अपनी सेना की एक टुकड़ी को जिबूती रवाना किया। इसके साथ ही दुनिया ने लोकतंत्र समर्थक और चीन की वर्तमान शासन प्रणाली के विरोधी चीन के नोबेल शांति पुरस्कार विजेता ली शाओबो के निधन पर मौन श्रद्धांजलि दी, जबकि चीन ने यह कहते हुए इससे मुंह फेर लिया कि उनके जैसे व्यक्ति को पुरस्कार देना उस अवार्ड के मूल मकसद की अवहेलना है। यह शांति पुरस्कार की ईश-निंदा की तरह है।
ये सभी घटनाएं बीते कुछ हफ्तों में घटी हैं। इन दिनों चीन हर जगह है, एक ही समय में वह विश्व व्यवस्था को चुनौती भी दे रहा है और साथ ही ट्रंप के काल में विश्व आर्थिक व्यवस्था का गारंटर बनने की भी कोशिश कर रहा है। इस साल की शुरुआत में दावोस में विश्व आर्थिक मंच को संबोधित करते हुए शी चिनफिंग ने ग्लोबलाइजेशन के समर्थन में मजबूत दलील दी और मुक्त व्यापार और खुले बाजार के चैंपियन के रूप में अमेरिका की परंपरागत भूमिका को हथियाने के प्रयास में बीजिंग की साख को रेखांकित किया, लेकिन जो लोग भी चीन को नजदीक से जानते-समझते होंगे उन्हें यह बात पूरी तरह स्पष्ट होगी कि बाजार अर्थव्यवस्था के एक आदर्श के रूप में उसकी साख बहुत ही कमजोर है, क्योंकि एक देश के रूप में उसे भी अमेरिका की अगुआई वाली विश्व आर्थिक व्यवस्था से ही बड़े पैमाने पर लाभ हासिल हुआ है। व्यापार असंतुलन को बढ़ावा देने के लिए मुद्रा के उतार-चढ़ाव, बंद पूंजी बाजार और सूक्ष्म गैर तटकर बाधाओं के इस्तेमाल का चीनी इतिहास उसे विश्व अर्थव्यवस्था का आदर्श बनाएगा, कहना काफी मुश्किल है। फिर भी दुनिया चीन से व्यापारिक संबंध रखने की इच्छा व्यक्त कर रही है तो इसका कारण यही है कि उसकी बढ़ती ताकत से आकर्षित देश उससे जुड़े रहना चाहते हैं। हम चीन की बातों पर इसलिए भरोसा करते हैं, क्योंकि वे बहुत ही आश्वस्तकारी होती हैं, वह सारे मुश्किल सवालों को किसी और दिन या कहें कि भविष्य के लिए टाल देता है और आज के लिए सिर्फ अच्छी बातों पर चर्चा करता है। इसी वजह से हमें लगता है कि जब तक चीन का विकास हो रहा है तब तक दुनिया शांतिपूर्वक रहे, क्योंकि आने वाले दिनों में वह विश्व व्यवस्था की रक्षा करेगा।

Applying science to solve problems is a priority: PM Narendra Modi

New Delhi: Applying science to solve the country’s problems is a priority for the government, Prime Minister Narendra Modi has said and asked officials to come up with specific targets which could be achieved in the field of science by 2022.

He asked officials to break silos and strongly emphasized that a mechanism be formed to document and replicate successful innovations at the grassroots level, the PMO said on Wednesday.

Giving the example of talent-spotting in sports, Modi said mechanisms should be made to identify the brightest and best science talent among school students. He said a lot of innovation was happening at the grassroots level and in this context, mentioned innovations being done by the defence personnel, the PMO said.

In the agriculture sector, the prime minister identified high-protein pulses, fortified foods, and value addition in castor, as priority areas which needed to be speeded up. In the energy sector, he said the possibilities of solar energy should be pursued to the maximum, to reduce dependence on energy imports.

He expressed confidence in the abilities of the Indian scientists to rise up to the challenges and provide solutions to improve the lives of the common man in India and asked the officials to draw up clear targets to be achieved by 2022, the 75th year of independence.

When a Bengal hospital 'discovered' uterus, ovary in 63-year-old man!

Kolkata: An elderly man lodged a police complaint on Thursday after a private hospital report in West Bengal mentioned existence of "uterus" and "ovary" in the ultrasonogram (USG) report of his abdomen.

Sixty-three-year-old Narayan Chandra Sen, a resident of Machlandpur in Howrah district, was advised by a doctor to get an ultrasonography of whole abdomen to evaluate his fatty lever disease.

"I got the USG done from the Barasat Cancer Research and Welfare Centre (Hospital). They gave me a wrong report. They send me the USG report of a female. The report referred to the presence of uterus and ovary," said an exasperated Sen.

The hospital admitted its mistake, saying it was a "typing error".

"I called the computer section people. It was a typing error. The patient is normal. He has no ailment. But in their hurry to type the report, they (computer section staff) made the error," said a hospital official.

He said the hospital would do a repeat test, free of cost.

Parliament's Monsoon Session begins: Lok Sabha, Rajya Sabha adjourned for the day; 16 news Bills to be introduced

Meanwhile, Narendra Modi-led NDA government will be introducing 18 new Bills in the session. Thirty four Bills are on the agenda of the government for the Monsoon Session. Among the new Bills that are to be introduced are the Consumer Protection Bill and two bills to implement the GST in Jammu and Kashmir.
